High Court Library

Introduction

High Court Judges Library functions as the heart of the Court.  Punjab High Court Library was established in the year 1955 after the inauguration of this High Court on the 19th March, 1955 by Pt. Jawahar Lal Nehru, the first Prime Minister of India.  Initial collection of the Library was 8,861 books received from Shimla which was earlier the seat of East Punjab High Court. Subsequently about 10,000 books received from PEPSU High Court were also added to the stock of the Library.  Hon'ble Judges Library possesses notable legal documents to cater to the need of the Hon'ble Judges and the Courts. Hon'ble Judges' Library is a grid of Libraries.  In addition to the Central Library, it maintains collection of 57 (present strength) working Court Room Libraries and equal number of Residential Libraries  at the residence offices of all the sitting Hon'ble Judges. Hon'ble Judges Library works under the guidance of the Hon'ble Library Committee constituted by Hon'ble the Chief Justice. Library has a staff strength of 42 officials including Librarian & 4 professionally qualified officials.  Hon'ble Judges' Library is open from 9.00 A.M. to 7.00 P.M.    
                        Libraries have also been provided to the Judicial Officers at Subordinate Courts in the States of Punjab, Haryana and U.T. Chandigarh.  Residential  library with minimum required books, a Legal Software 'Law Finder Library  Edition' and online legal database 'SCC Online Web Edition' is also provided at camp office at residence, to each Judicial Officer at Subordinate Courts.  A List of approved books including all central and concerned State bare acts for the Libraries provided at different level at Subordinate Courts Officers  is enshrined at Chapter 18 Volume 4 of High Court Rules and Orders.  Another online legal database 'Westlaw India' is also approved and provided by this Court (as optional with 'SCC Online Web Edition') for the Judicial Officers at Subordinate Courts.

Library Collection
Library possesses various Indian, Foreign Journals/Reports,  Books, Bound as well as loose volumes of Journals, Commission Reports, Bare Acts (Centre as well as State), Gazettes of  Government of India as well as for the States of Punjab, Haryana and U.T. Chandigarh, Manuals, Reference Books and General Books.

    1. Supreme Court Cases Full Text on CD-ROM.
    2. Law Finder Library Edition.
    3. All India Reporter till 2010 (containing Supreme Court, Supreme Court Weekly, All High Courts & Criminal Law Journal).
    4. Grand Jurix.
    5. ITR Online.
    6. Manupatra Online .
Newspapers & Magazines
                Library presently subscribes to 13 Newspaper ( 9-English, 3-Hindi 1-  Punjabi) & 8 magazines.
Library Catalogue (OPAC)
All the books are classified according to Dewey Decimal Classification and catalogued according to AACR-II. Hon'ble Judges Library is using e-Granthalaya software and process of data entry in on completion.
Services
    Documentation Service:- 
    High Court Judges Library provides Documentation Service by maintaining index of Acts, Rules, Regulations as well as Bye-laws and keeps a regular track of time to time amendments in all the Central & State Statutes as notified in Gazette of India, Official Gazettes for the States of Punjab, Haryana and U.T. Chandigarh.

  • Current Awareness Services.
  • Information Retrieval through Legal database subscribed by the Library.
  • Information retrieval from the internet.
  • Selective Dissemination of Information Services.
  • Reference Services.
  • Besides this, manual query solution of legal topics and statutory amendments is also a regular library service for Hon'ble Judges.

Fresh Arrivals
     Library circulates list of Fresh Arrivals amongst all Hon'ble Judges every month in order to apprise the Hon'ble Judges about the books purchased during the previous month.
