of Judicial Complex at Panipat

       Hon'ble Mr. Justice Vijender Jain, Chief Justice, Punjab and Haryana High Court today laid the foundation stone of New Judicial Complex here, in the presence of Sh. Bhupinder Singh Hooda, Chief Minister, Haryana.

HON'BLE MR. JUSTICE VIJENDER JAIN, CHIEF JUSTICE, LAYING THE FOUNDATION STONE

       Eleven Hon'ble Judges of Punjab & Haryana High Court namely Hon'ble Mr.Justice J.S.Khehar, Chairman, Building Committee Haryana; Hon'ble Mr.Justice Ashutosh Mohunta, Administrative Judge of Karnal Sessions Division; Hon'ble Mr.Justice Jasbir Singh; Hon'ble Mr.Justice S.K. Mittal; Hon'ble Ms.Justice Kiran Anand Lall; Hon'ble Mr.Justice Pritam Pal; Hon'ble Mrs.Justice Nirmal Yadav; Hon'ble Mr.Justice T.P.S.Mann; Hon'ble Mr.Justice Rajesh Bindal; Hon'ble Mr.Justice R.S.Madan; Hon'ble Mr.Justice S.D.Anand as also four Hon'ble Judges of Delhi High Court namely Hon'ble Mr.Justice Anil Kumar; Hon'ble Mr.Justice S.N.Aggarwal; Hon'ble Mr.Justice P.K.Bhasin and Hon'ble Mr.Justice Kailash Gambhir graced the occasion. Apart from the above mentioned distinguished guests, Sh.Arvind Sharma (M.P. of Karnal Parliamentary Sessions Division); Sh.Nawab Singh, Registrar General of Punjab & Haryana High Court; Sh.V.S.Malik, District & Sessions Judge Vigilance (Haryana); Financial Commissioners Home and B&R Haryana; Commissioner, Rohtak Division and others attended the function.

       After the foundation stone was laid and inaugural lamp was lighted by Hon'ble Chief Justice; Chief Minister; Hon'ble Mr.Justice J.S. Khehar and Hon'ble Mr.Justice Ashutosh Mohunta; Sh.P.L.Ahuja, District & Sessions Judge, Karnal extended warm welcome to all the guests.

       President, District Bar Association, Sh.R.S.Kadyan, expressed gratitude to Hon'ble Chief Justice, Sh.Vijender Jain, for laying the foundation stone of New Judicial Complex. He also thanked Sh.Bhupinder Singh Hooda, Chief Minister Haryana for providing financial assistance. Sh. Arvind Sharma, Member of Parliament, Karnal parliamentary constituency requested Chief Minister to provide financial assistance to lawyers for building their chambers. He donated Rs.10 Lakhs to Panipat Bar Association.

HON'BLE MR. JUSTICE VIJENDER JAIN, CHIEF JUSTICE, WITH PRESIDENT BAR ASSOCIATION PANIPAT

        Hon'ble Mr. Justice Ashutosh Mohunta Administrative Judge of Karnal Sessions Division thanked Hon'ble Chief Justice Sh.Vijender Jain for laying the foundation stone of Judicial complex at Panipat, just within 2 months of his taking over as Chief Justice. He also expressed gratitude to the Chief Minister for providing financial aid. He further maintained that new judicial complex at Panipat will meet the long standing need of the people of this region. Hon'ble Mr. Justice J.S.Khehar, Chairman Building Committee Haryana also addressed the gathering and highlighted the need for new judicial complex at Panipat. Sh. Bhupinder Singh Hooda, Hon'ble Chief Minister Haryana at the outset pointed out that in today's age people have faith in judiciary and that every endeavor should be made to provide best amenities to Judges who dispense justice to poor and needy, which in turn will help in providing speedy justice to public. He further pointed out that out of 20 districts in Haryana, Mewat, Jhajjar and Panipat are the only 3 districts which do not have any judicial complex. Panipat prior to 27th January, 2007 had the dubious distinction of being the only oldest revenue district not having a Judicial complex. According to him, approximately 13 crores would be spent for construction of Administrative Block. Hon'ble Chief Minister also announced that in this Mini Secretariat, land would be provided to lawyers for construction of their chambers.

HON'BLE MR. JUSTICE VIJENDER JAIN, CHIEF JUSTICE, ADDRESSING THE GATHERING 

         Hon'ble Chief Justice Sh.Vijender Jain while addressing the gathering maintained that the judicial complex should have been constructed at Panipat about 17 years ago, when it was made a revenue district. His lordship stated that Judiciary occupies a significant position in the Constitution and is not dependent on administration. He maintained that rightful share of Judiciary is not charity but a fundamental principle of governance. His lordship stated that High Court had no problem with regard to the facilities to Judicial Officers in the State of Haryana. His Lordship congratulated Sh.Bhupinder Singh Hooda, Chief Minister for his sensitiveness towards the needs of Judiciary and for his co-operation.

In the end, the Deputy Commissioner, Panipat thanked all the distinguished guests.
