stone laying ceremony of the Judicial Courts Complex at Rajpura on
13.1.2007 at 10.00.a.m.
The foundation stone laying ceremony for the construction of New
Judicial Court Complex at Rajpura was held on 13.1.2007 at about 10.00
a.m.
The foundation stone of the building was laid down by Hon'ble Mr.
Justice Vijender Jain, Chief Justice of Punjab and Haryana High Court,
Chandigarh in the presence of Hon'ble Judges of the Punjab and Haryana
High Court as well as other Judicial
and Executive officers of the State as well as District Administration.
The function was presided over by His Lordship Hon'ble Mr. Justice
M.M.Kumar, Judge, Punjab and Haryana High Court, Chandigarh and
Administrative Judge of Patiala Sessions Division and His Lordship Hon'ble
Mr. Justice Vijender Jain,
Chief Justice of Punjab and Haryana High Court, Chandigarh was the Chief
Guest of the function. The function was attended by Hon'ble Mr. Justice M.S.Gill,

The function started about 10.00
O'Clock by laying the
foundation stone of the building and
by lighting the Lamp by His Lordship Hon'ble Mr. Justice Vijender Jain,
Chief Justice, Punjab and Haryana High Court, Chandigarh.
The Welcome address was delivered by
His Lordship Hon'ble Mr. Justice M.M.Kumar, Judge Punjab and Haryana High
Court, Chandigarh and Administrative Judge of Patiala Sessions Division.
In the Welcome address His Lordship
Welcomed the Hon'ble Chief Justice of Punjab and Haryana High Court,
Chandigarh and other Hon'ble Judges and members of the Legal Fraternity
etc. present on the occasion.
His Lordship stated that with the construction of New Judicial Court
Complex, the efficiency in work will increase.
Thereafter, the Hon'ble Chief Justice Mr. Vijender Jain, addressed
the gathering, In his address, His Lordship pointed out
that the building of the complex will be completed within a span of
1.6 year. The courts are
Temple of Justice and it is need of the hour that the buildings should be
neat and clean and give conducive atmosphere to the litigants when they
come to the courts for Justice. It
will change the mind set up of the litigants and will increase their faith
in the Judicial Administration. Rule of law depends upon the
administration of Justice, when there is no rule of law, there is no
democracy. When there is no democracy then there will be anarchy.
The function ended with a Vote of
thanks address delivered
by Hon'ble Mr. Justice
M.S.Gill, Judge Punjab and Haryana High Court, Chandigarh and Chairman of
the Hon'ble Building Committee of the Punjab and Haryana High Court. In
his address, His Lordship thanked the Hon'ble Chief Justice and other Hon'ble
Judges of the Punjab and Haryana High Court, Chandigarh for sparing their
valuable time to attend the function and make it a success.
The function ended with the National Anthem.
Judicial Court building at Rajpura is designed according to the
requirements as desired by the Hon'ble High Court. This complex basically
comprises three services.

The total site is 5.15 acres. The site has road on two sides.
At present, the building will consist of
four Court Rooms with future
requirement of two Court
Rooms. Likewise, at present 80 Lawyers Chambers will be constructed with
the provision of 40 Lawyers Chambers in future. On the ground floor, there
will two Court Rooms besides Litigants Block. On the first floor of the
building two Court rooms will be constructed besides the Bar Room, Bar
Library. The main feature of the building is that it will be a fully air
conditioned building. The building will be constructed within a span of 1.6
year.
At the site, the model and drawings of
the building to be constructed at Rajpura was also displayed and explained
by Sh. Ambrish Gupta, Chief Architect, Punjab
to His Lordship Hon'ble Chief Justice Punjab and Haryana High Court and to
other Hon'ble Judges of the Punjab and Haryana High Court, Chandigarh on
the occasion.
